Introduction of a moratorium on business inspections — when to expect.


Prime Minister Yulia Svyrydenko stated that the government is preparing a moratorium on business inspections. It has already been discussed with the President of Ukraine, Volodymyr Zelensky.
Moratorium on business inspections in Ukraine
Svyrydenko noted that the government, together with law enforcement agencies and the National Security and Defense Council of Ukraine, is preparing a decision that 'will give more freedom to businesses'. According to her, a one-year moratorium on inspections is planned, and this has already been discussed with Volodymyr Zelensky.
'This matter has already been discussed with President Volodymyr Zelensky — his instruction is clear: to give more freedom to internal economic forces. This also means continuing the de-shadowing of the economy, ensuring equal conditions that benefit the legitimate business.'
She also mentioned that the government has begun an audit of criminal cases against businesses. According to her, the priority is to close ungrounded proceedings that block entrepreneurial activity. New cases will only be sanctioned by the Attorney General or leaders at the regional and district levels.
There will also be limits on inspections by tax authorities and customs, and increased control over the legality of investigative actions.
'Inspections will only be in sectors with high risk, and honest enterprises will receive protection. We are ready to initiate changes to laws for better protection of business, reforming oversight, and fair use of confiscated assets from the Russian Federation,' emphasized Yulia Svyrydenko.
Furthermore, the new Prime Minister reported on her first week in the new position and stated that the updated government immediately 'picked up a high pace'. According to Svyrydenko, she has already held the first Cabinet meeting, a series of meetings with key ministers, and outlined the first priorities.
Decisions in the near future
Next week, decisions are expected regarding domestic weapons production. In particular, grants for the production of ammunition and explosives are planned to be launched. An experimental project 'Design and Build' will also be launched, which will allow faster construction or restoration of housing, hospitals, schools, and other critical infrastructure.
Let us recall that Svyrydenko said, who will definitely not have inspections lifted. Law enforcement agencies will retain the right to inspect unscrupulous entrepreneurs.
It should be noted that Volodymyr Zelensky instructed the government to prepare a long-term moratorium on business inspections back on June 27, 2025. In his opinion, businesses should implement even more ideas and strengthen the country’s economic potential, but for this 'clear frameworks for state intervention are needed.'
The government plans to introduce a moratorium on business inspections as part of joint work with law enforcement agencies and the NSDC, aimed at easing conditions for business and increasing its freedom. Limitations on inspections by tax authorities and customs are also envisaged, as well as strengthening control over investigations. The government intends to improve the protection of honest enterprises and implement changes in legislation for this purpose.
