British intelligence revealed the main goal of Putin's new decree regarding Ukrainians.


British intelligence analyzed the decree of Russian President Vladimir Putin concerning citizens of Ukraine on the territory of Russia and occupied Ukrainian lands.
The document, published by the UK Ministry of Defense on the social media platform X, states that on March 20, 2025, Putin signed a decree requiring Ukrainian citizens to 'regularize their legal status by September 10, 2025, or leave this territory'.
Analysts from the UK believe that the true purpose of the document is the forced eviction of Ukrainians from occupied territories who refuse to obtain Russian passports.
'Putin and the Russian high command continue to pursue a policy of Russification on illegally occupied Ukrainian territory, which is part of long-term efforts aimed at exterminating Ukrainian culture, identity, and statehood,' the analysis emphasizes.
The document also notes that Russia unjustifiably considers not only the occupied lands but also unoccupied areas of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, as well as Crimea, as part of its territory. Intelligence emphasizes that such actions directly contradict international recognition of Ukraine and even Russia's own recognition of Ukraine's independence and sovereignty after the collapse of the USSR.
Analysts draw attention to a recent interview with US Special Envoy Stephen V. Witkoff, in which he basically acknowledged the 'referendums' held by Russia in the occupied territories in 2022.
