'Pure Water Scam': Popenko Explained Who and How Money is Being Wasted on the Installation of Solar Panels.


The Head of the Utility Consumers' Union Expressed His Position on the Use of Solar Panels
Oleg Popenko, the head of the Utility Consumers' Union, explained who and how money is being wasted on the installation of solar panels. This was reported by 'Hvylya'.
Popenko supports the use of solar panels on the roofs of private and multi-apartment buildings, but not at the expense of the budget.
'Once again, I will answer the question regarding solar panels on the roofs and walls of buildings. I support the use of solar panels. I support their installation on the roof of a private house so that a person can use them for their own purposes. I support the installation of solar panels on the roofs of multi-apartment buildings for elevators, lighting, and pump group. But do it at your own expense, not at the expense of the budget. I am against the mindless use of budgetary (our with you) money to create a business for a handful of Kyiv residents led by the advisor to the deputy head of the Kyiv City State Administration, Tikhonov', - wrote the expert.
Popenko expressed his disagreement with the idea that the use of solar panels on the roofs of multi-apartment buildings becomes a business for a group of people at the expense of budget funds. He also noted that condominiums are becoming active consumers of these services.
'A pure water scam, initiated by the head of the condominium Obereg on Bazhana 16, Valeriy Nikitchenko, who squandered 1 million euros of budget money back in 2017 in agreement with Tikhonov, and it brought absolutely nothing to the house, has not only become a mainstream in Kyiv but has also sprouted the first shoots in the Kyiv region where active condo owners have decided to ride the profitable theme', - he explained.
Moreover, Popenko pointed out that the Kyiv City State Administration annually allocates significant funds for solar stations, but does not ensure 100% accounting of heat in multi-apartment buildings in Kyiv.
'Instead of providing tens of thousands of houses with charging stations and generators, they allocate money for completely useless solar power stations in winter. And solar stations will not yield any results in winter during outages, as their efficiency (operation) in winter is no more than 10%', - Popenko clarified.
Recall that Popenko compared solar panels to heat meters and charging stations.
