Gas, Gold, Salt: The Government Has Banned the Export of Strategic Raw Materials from Ukraine.


The Ukrainian government has decided to update the export restrictions for 2025. From now on, it is forbidden to export gas of Ukrainian origin, food salt, and precious metals.
Resolution No. 1481 dated December 24, 2024, establishes a list of goods for export and import licensing, as well as providing relevant quotas.
According to the resolution, a zero quota is defined for the export of the following goods: food salt, gas of Ukrainian origin, silver, gold, and waste or scrap of precious metals.
Compared to 2024, the list does not include such goods as hard coal, anthracite, and fuel wood.
In addition, quotas have been established for the export of metallurgical coal (only grade 'K') – 1.3 million tons, and fuel oil – 400 thousand tons.
The Cabinet of Ministers has also approved a list of agricultural products whose export requires licensing: wheat, a mixture of wheat and rye (mestlin), corn, rapeseed, and sunflower seeds.
The updated export restrictions are aimed at ensuring the domestic needs of the country for critically important goods. The ban on the export of gas, gold, and salt is aimed at ensuring energy security and stable supply of essential goods to the population. Quotaing of metallurgical coal and fuel oil export helps control the volumes of export of strategic raw materials, maintaining sufficient reserves for the metallurgical and energy sectors.
Licensing for the export of agricultural products ensures monitoring of supplies of grain and oilseeds to ensure the food security of the country. Separate quotas for the EU take into account Ukraine's obligations under trade agreements with European partners.
