Currently, more than 70 thousand Ukrainians are known to be considered missing due to Russian aggression. This information is provided by the authorized representative for persons missing under special circumstances.
It is noted that Ukraine will only be able to establish the circumstances of disappearance and learn about their status after the end of the war or the cessation of active hostilities. He also noted that the fate of missing Ukrainians can only be learned when Ukraine receives information about individuals who are in captivity or hostage.
Legal regulation
The Verkhovna Rada adopted a bill that provides for the regulation of the period for declaring persons missing due to military actions as deceased by the court. According to this bill, a person can be declared deceased after two years from the end of hostilities.
“And this is when it will be possible to implement the work of search groups in those areas where hostilities took place, in those areas that are currently gray zones, and, of course, in the occupied territories,” the representative explained.
Currently, Ukraine has a Unified Register of Missing Persons, which includes all cases of disappearances starting from 2014. Relatives of the missing can receive a deferral from mobilization, as well as the right to free legal assistance.
