Tragedy in Luhansk

A terrible event occurred in the very heart of Luhansk – an explosion in which Manolis Piliavov, who had headed the city's occupation administration for many years, died. The incident took place near the local history museum, where an exhibition dedicated to the Russian operation 'Stream' was opened.

Piliavov's death was confirmed by official Russian state media. The collaborator led the occupation administration of Luhansk from December 2014, actually from August when the city was seized, until November 2023.

Accusations and Context

Since 2015, Manolis Piliavov had been wanted by the Security Service of Ukraine. He was accused of violating three articles of the Criminal Code: attempts to violently change or overthrow the constitutional order by seizing state power; encroachment on the territorial integrity and inviolability of Ukraine; creating a terrorist group or organization.

The explosion occurred on the day when the occupiers celebrate the third anniversary of the so-called 'liberation of LPR'. The exhibition, during the opening of which the tragedy occurred, was dedicated to the 'Stream' operation – the movement of Russian troops through the gas pipeline behind the positions of the Armed Forces of Ukraine in the Kursk region.

As a result of the explosion, Manolis Piliavov, who headed the occupation administration of Luhansk and was wanted for violating the Criminal Code, died. The event is considered a terrorist act that occurred during the opening of the exhibition dedicated to the Russian operation 'Stream'.
